The server log for Environment Manager might have some more detail on why it was unable to do this.

I have checked the server.log file of Environment Manager. There it is mentioned as
‘org.springframework.web.context.ContextLoader@331: org.springframework.beans.factory.BeanCreationException
NOTE: I have followed SAS Note 68909 but still i’m facing the same issue.

If you would like a faster response to your problem then I suggest you open a track with SAS Tech Support. No doubt they will want to see your complete configuration log.

If the SAS Note did not resolve the issue I agree you should contact SAS Technical Support so they can review your logs.

I had the same problem. Are you configuring https? If yes, this might have something to do with that. Check this - https://documentation.sas.com/doc/en/bicdc/9.4/bimtag/n1q28511wr19k2n1t2q852eayc8z.htm
In my case, it had something to do with WebDAV. Pay attention to this - https://documentation.sas.com/doc/en/bicdc/9.4/bimtag/n1uh9f02c7lsnzn1cu57z20h95m8.htm
I completed the above steps and retried, and it worked.
