This information would help you to understand how SAS licensing works:
Are you going to change the version of the OS (for e.g. RHEL 6 to 7, Windows Server 2012 to 2019, etc.) OR planning to change the whole platform (for e.g. Windows to UNIX or vice-versa)? You've to buy or change your current license if your OS platform changes, SAS Windows OS license files don't work on the SAS UNIX OS Platform or vice-versa.
Generally, you do not have to buy a new license if you're going to migrate to the new machine with the same specs and same OS platform (such as the number of CPUs, memory, etc.); However, checking with the SAS' Account Manager would be highly preferable in order to avoid any confusion.
In a few cases (depending on what SAS application you've), you've to modify your license if your specs change despite you are migrating to the same OS platform.
