The key point to understand is the group are assigned the attributes and position in the legend in the order they appear in your data. So, one simple (old fashioned) way is to make sure your group values appear in your data in the order you want the attributes to be assigned, or order in the legend. Next, there are ways to control this beyond the order of the group values in the data. You can use a Discrete Attributes Map to set the attributes you want for each group VALUE. You can also set the order is which the values are displayed in the legend as the order provided in the Discrete Attributes Map, as described by Warren.

You can try breaking the y-axis. Use the RANGES option in the y-axis statement to provide the range of data you want to keep. If you are using SGPLOT procedure, then use something like: yaxis ranges=(0-250000 1000000-1400000); It is easier to help if you provide your code with some sample data.

The BAND statement will not work if the values of the variables assigned to UPPER or LOWER are ALL missing. These are provided by you in the data set, and you would know why all are missing. Also, remove the AXIS1 and AXIS2 statements. They are of no use here. You don't get an error because they are valid global statements used by SAS/GRAPH procedures.

SGPLOT / GTL do support formats for discrete axis including UDF and Picture format. I have used some simple picture formats (to change sign of the value) with SGPLOT. The format should be provided on the XAXIS statement, to avoid categorization. However, your mileage will vary because the Java format code does not support all possibilities. Some workarounds are possible. See this article on Stock Chart. The idea here is that the x-axis can be replaced by an XAXISTABLE displaying the values that you want coming from a character column in the data set. The formatting to create the character column is done in SAS data step code, so all formats should work. SGPLOT only draws what you have already computed using the XAXISTABLE.

The key point to note here is that you are likely using HTML output with the HTMLBlue style. This is an ATTRPRIORITY=COLOR style, which means that only colors are cycled first holding line pattern and symbol to the first one till the 12 colors are exhausted. Then, the line pattern and symbol shift to the next value. Most other styles are ATTRPRIORITY=NONE, including JOURNAL, LISTING and so on. These styles cause the color, line pattern and symbols to be cycled together. You can change this behavior for any style by setting ATTRPRIORITY in the ODS GRAPHICS statement. This will be applicable till the this is changed.

As you say, the feature to add the statistics table to VBOX for SGPANEL was added in SAS 9.40M5. The option uses the values already computed for the box plot. To do the same with a prior SAS 9.4 release, you can use the ColAxisTable. From your attrmap_test data set, it seems you are still using the original values in the attrmap. Instead of "mri_a_n" the value should be the formatted value "Occ.males B" and so on. These are the values in the legend in the graph.

AttrMap works with formatted values. So, if you use a character format for the group variable, you must put the formatted values in the attribute map. Y axis range will automatically adjust for the data. If you want tick values at a custom intervals, you can provide a large range in the VALUES option, but also use the VALUESHINT option. This will keep the data range to the amount coming from the data.

Use VALUESHINT on the XAXIS statement. This still keeps the axis range to what comes from the data. The tick values are displayed as you specify in the VALUES option, without increasing or decreasing the axis range.

I can't guess why you are using a SERIES statement to create stacked bars. See "Getting Started" section in Graphically Speaking for many examples of how SAS procedures work. It may not help to try to use Excel methodology with SAS.
