Add nowarn option to PROC GPROJECT

Currently proc gproject issues a warning if it doesn't clip anything. Please add the option to suppress this warning message.
 
Right now to avoid this message I have to add a single coordinate based somewhere I know I don't want mapped.
 
WARNING: The map data are completely contained within the specified clipping region.
WARNING: Data NOT clipped due to reasons noted above.

The issue is much wider.

Many warnings are undesired, while some notes highlight critical behaviours.

There are several entries about warnings in the Ballot pages (search them to have a look).

 

More generally, we should be able to customise log messages in a more flexible fashion.
