How to add 2 legends in x axis and 2 in y axis bar-line chart in SAS VA

Hi,

 

I'm trying to create a custom line-bar graph in SAS VA to show same graph below but i didn't know how to:

I don't see any way to specify that the graph should show two legends. You could enter this as a suggestion:
