When doing the Practice Exam on the SaS website, I realized that you can use a Datalines function to help solve some of the multiple choice questions by copying the data and functions into SaS. For the actual test, is this forbidden, are there safeguards in the test environment that stop this, or is this actually allowed but not time efficient, so it's discouraged?

We would not recommend this as a strategy due to time constraints. 1) The multiple-choice questions are designed to be answerable with all of the information given for the question. 2) The lab is not directly available during the MC questions, meaning you would need to recall the question before returning to the lab.
