Accessing data in SAS Base Programming Exam?

How is data accessed at the beginning of the SAS Base Programming Exam?  Do we have to compose a series of libname statements?  Is it clear what we have to do?  I'm concerned with not being able to read the data in from the very start!  Can someone give clarity?

Okay, the SAS folks gave you a very strong tip.  Without being oblique, "You must be able to create a SAS library with a LIBNAME statement."   My opinion as a recent test taker, it is crystal clear what you will need to do.   

One thing I did to prepare, I was taking the Coursera classes, was to delete and rewrite the libname statements over and over again to etch the context into my mind because I had similar concerns.
