when we restarted hq agent. we are getting below failure(testing secure connection --failed) and unable to connect to HQ.
is it because of SSL certificates? or something else

I moved data folder from agent and restarted the agent service. agent is working fine now without errors.
This might be a red herring but if you've renewed certificates then you also have to recreate the Java Keystores for the Web Application and Environment Manager.

Aye, I've seen that before as a resolution for problems with the EV Agent. But not necessarily with the log messages you were getting.
I agree with @AnandVyas , checking the agent log is the first step to diagnosing this issue. We have seen this error related to (for example) not being able to bind to the port or incorrect configuration changes being picked up (such as incorrect hostnames defined in the configuration).
You will find the agent log in your equivalent of Lev1/Web/SASEnvironmentManager/agent-5.8.0-EE/log
