You cannot default to selecting all available values, but selecting all values in the list control is the same as selecting no values. You should see the same results in whatever object the list control is filtering.

I am not sure it is what you want, but I manage to do this by assigning the distinct count meassure to a range slider and assign a parameter to that slider....:)
I then created a calculated meassura that used the parameter.
