bheinsius,
It looks like a sassrv Group Managed Service Accounts is possible. I haven't tried this yet but seeing these accounts can run batch processes I don't see why they wouldn't work. I've requested an environment to test this scenario.
The account would still need the privileges defined in Launch Credentials

If you are using SAS® Enterprise Guide® or SAS® Studio, the macro variable _SASPROGRAMFILE can be used. This macro variable returns the full path and filename of the SAS program that is currently being run. This macro variable is available only for SAS program files that are saved on the same server on which your SAS Studio code or SAS Enterprise Guide session is running. For example:

If your goal is to simply share the results 'Send to' > E-mail Recipient as a step in Project... is the easiest option. You will need access to a SMTP server for this functionality.
If you do not have access to a SMTP server Gmail is an option following the steps described in the article below.
Using Gmail to send a message via SAS Enterprise Guide
Also make sure in GMAIL select the top right icon for your profile (maybe pic or first letter of name) > My Account > Sign-in &security > scroll to the bottom and change "Allow less secure apps:' to the ON position

If you are referring to a SAS autoexec.sas file that runs you will need to make sure the machine/user you transfer the program to also has this file and/or code.
As far as automating the program user(s) will need access to the system scheduler in order to schedule the program to run weekly.
If you are using SAS Enterprise Guide the below SAS note is a great resource

David,
I've updated the below SAS note with the new EG 7.13 SAS 9.4TS1M4 metadata roles. You can follow the steps in the note to add the roles to your existing SAS installation without having to run the SAS Deployment Wizard.
http://support.sas.com/kb/46788
Problem Note 46788: The roles for SAS® Enterprise Guide® or SAS® Add-In for Microsoft Office are missing from your SAS® 9.2, SAS® 9.3, or SAS® 9.4 environment

Anthony, TomKari is correct. To utilize a dynamic prompt the dataset used must be registered in metadata. http://support.sas.com/kb/36/822.html
