Interesting idea to use the Circlefilled symbol to create a heart. The Symbol font has a "Heart" shape (0xA9). Another way would be to use SYMBOLCHAR to define a heart symbol to use it directly

Yes, the %sganno macros were released with SAS 9.4M1. These are similar in nature to the %annomac for SAS/GRAPH. The annotation feature itself was released earlier with SAS 9.3, so you can certainly create the annotation data set yourself to use it. I am thinking one way to do this (without annotation) would be to add another class level, with the title you want, and provide missing values. If you want the bold text, you could possibly use the TEXTGROUP. This will line up this "title" right aligned with the other group values. I have not tried it yet myself...

The default output format for RTF is EMF-Plus. This does not support thick lines with patterns. As suggested by others in this thread, use a high dpi PNG output format by setting the OUTPUTFMT and IMAGE_DPI options.

Unless a 3D bar chart is a must, you can use the SGPANEL procedure to panel the graph by province, and then display a side-by-side cluster group bar chart of Actual and Target by date. See third graph in this article: https://blogs.sas.com/content/graphicallyspeaking/2012/03/30/cluster-groups/

You have grouped bar charts. I assume the segments are groups. Then, those colors will come from the group colors you have set in the styleattrs (black, gold and teal). If you set the fill color to some other color like BLACK, all the segments will become black. Also, you cannot set the color as you have done (FILLATTRS= (COLOR= "black gold teal")). Please refer to the documentation on how to set colors. If you have stacked groups in each bar, one HBARPARM statement should be enough with all the segments you need. The second HBARPARM will only overlay right over the first, unless you offset them.

Using Warren's code as example, you could add XERRORLOWER=deaths2010 to the first scatter plot as follows. Use a SCATTER plot with the xErrorLower and xErrorUpper values with the two variables, and set the markerattrs(size=0) to prevent display of any marker. Then, use the other two SCATTER plots to display the 2010 and 2015 values with the right colors.

The error message is saying that you cannot use two different GROUP variables when overlaying VBAR statements. If your values are already summarized, use VBARPARM. Or, you can use VBARBASIC.

This is a known issue with HIGHLOW. High must be > Low. But, you can work around this by creating two new variables, "High" and "Low", and put the lower value in "Low" and higher value in "High". Then, use these variables in the graph. An alternative is to not use HIGHLOW, but use the SCATTER plots own xerror bars to draw the line.

Just an FYI...The three separate scatter statements cause different y-offsets due to size of markers and text. As you increase marker size or text size), offsets increase, causing the alignment problems in different containers (Layout Overlays). Each container with separate axes will have separate offsets based on their individual contents. One way to overcome this is to set fixed offsets on all containers (yaxisopts=(offsetmin=0.05 offsetmax=0.05). Or, use common row axes to force all offsets to be the same. This will also happen with TEXT plot or AXISTABLE. One way to avoid this is to use only ONE Layout Overlay, and put the axis tables in the INNERMARGIN. Your use case may be simple enough that you can use SGPLOT with a YAXISTABLE of two columns on the right side. GTL may not be required. Note the use of two yAxisTables on the left and one yAxisTable on the right with 3 variables.

Make sure you do not have leading blanks in your labels. Also, you can use a TEXT plot to display labels with the STRIP option.

No. With SGPANEL, the legend can only be outside the cell grid. If you want two legends, one in each cell, you would have to construct the 2-cell LATTICE yourself using GTL LAYOUT LATTICE. Getting Started example: https://blogs.sas.com/content/graphicallyspeaking/2013/02/12/gtl-layouts/
