How do i model ordinal response variable with 11 levels

I have a response variable which is likelyhood to recommend (0-10), and my explanatory variable is Broadband Rating(0-10), and i want to be able to say for every 1 point of Broadband rating i have x points more of Likelihood to recommend. Any ideas?
