Can SAS conduct quadratic assignment procedure regression?

I am attempting to conduct a dyadic analysis of social network data using QAP regression. I have found STATA code for conducting QAP (http://www.stata.com/meeting/1nasug/simpson.pdf), but I would rather use SAS.

Does anyone know of a macro or code to run a QAP regression? And, does anyone know code to run QAP on a binary outcome?
