What would the Browse option do when selected?  Others may think of different meanings for "Browse" and may help to provide a bit of an example.

Same action that EG does when we select Browse link in bottom of library dataset. See picture attached.

What tool are you talking about changing? SAS/Studio?  Something else?

What would the BROWSE option do that is different that just expanding the list of members?

Should it show additional information about each member?  if so what?

Should it open a new tab?  A pop-up? 

Or perhaps you want to improve performance on libraries with a lot of members?  Perhaps by not trying to list all of the members at once. Say by limiting the number of members it shows to a single page with up/down more/less navigation to see the rest?

the expanding list of member lists 500 members. Beyond this limit it's showinga link to browser library. So it's a existing feature.

The request is put same link on library context menu.

Yes, it opens a pop-up windows.
