I am trying to add an aggregated measure %Industry into rows (crosstab) and OfCourse this doesn't work. Is there a way to convert an aggregated measure into character?

Doesn't work is awful vague.
Are there errors in the log?: Post the code and log in a code box opened with the "</>" to maintain formatting of error messages.

Data and how you make the "crosstab" is going to be critical. I'm afraid that column headings like Row1 , besides being pretty meaningless without data and code used to make the output, are pretty confusing as well.
Sine you apparently are talking about a percentage of some sort you need to clearly define what the numerator and denominator would be and where they come from ( that DATA thing again).
Best way to provide data is in the form of SAS data step code pasted into a text box opened with the </> icon. The text box prevents the forum from reformatting pasted text that quite often results in data step code that doesn't run because of removed/replaced characters in the HTML window.
