Currently I have a pre-commit git hook that works if I use the CLI to commit to my git repo. Is there a way to make it work in SAS Studio?

If your SAS installation allows you to run operating system commands there shouldn't be any reason why you shouldn't be able to run the command line from the SAS code you submit to run even if you are using SAS/Studio to submit.
data _null_;
infile "what ever command you use to commit" pipe;
input;
put _infile_;
run;
Have you looked at the GIT functions in SAS? Whether these are available to you will depend on your SAS maintenance level.
