If I export a SAS dataset to excel, after opening, I have to select label => Public/Internal/ Confidential/ Strictly Confidential. It would be handy to write a line of query which sets it to "Internal" for example.

The upshot on part of this is it involves local to your organization Microsoft settings that are not implemented everywhere and may be that a solution that works in some organization may not actually be very portable.
Strongly suggest contacting SAS Tech Support as you may need to share information to develop a solution that doesn't belong in a public forum.
