Client wants to see ULA when logging into SAS Studio

Client upgraded to SAS 9.4 TS1M6 studio 3.8.  

When user's log in, they want a Client license user agreement to display before going into the SAS application.  Is this possible?

I don't think that is is possible to "inject" a page between login and start of the Studio web app. Most likely sas tech support needs to be involved to find a solution.
