to change user privileged for WEBDEV in GCM

For GCM ee have connected to WEBDEV environment through DEVTree with userid- rgfadmin.

But we unable to modify any file in the environment. In the user privilege we have found that rgfadmin have only read access. How to change the user privilege in the WEBDEV environment??
