sgplot change y axis look from 1E9 to 1, and Billion in label text string

Dear SAS community,

I was using sgplot to plot dollar amount against date. My dollar amounts are in billions. So in y axis, number are shown in the form of scientific rerepresention such as "1E9, 2E9, 3E9,..."

How to change the code the make the y axis to show as "1, 2, 3..." and I can simply add "Billion" as label text string to make the chart look more "natural"

I searched many ways online but no luck. Thanks for any advice, suggestions, ideas, inputs!

Look at the picture format (and its multiplier option) and at the YAXIS statement (and its label option).
