The answer to your question has already been given. The usage of SAS Base functions can not be restricted by the SAS administrator.

I think that maybe we have a bit of confusion due to the overloaded meaning of "function".   @LineMoon - do you mean that you are looking for a list of the "functions" -- as in capabilities -- that an administrator can restrict?  That list is in the SAS documentation here -- in the admin guide.

Just use your browser's find icon and search the blog for the word "function". The first hit is the link I had mentioned. However, @Kurt_Bremser might be correct, which is why I tagged @ChrisHemedinger in my last response.
