I'm seen people use the following mehtod for a libname:
libname a '.';
What's the reason for doing this?

On both UNIX and WINDOW the use of a single period as a filepath means to use the CURRENT WORKING DIRECTORY.
I usually use HERE as the libref (instead of the A in your example) to make it clearer.
libname here '.';
