I want to create a data step that keeps only dates greater or equal to Aug 15, 2016. A sample of the data is listed below.

data want;

set have;

if Incident_ts ge ??;

run;

No problem. The key is to recognize that it is a datetime value, not a date, so you need to extract the date from it and then just use the literal in your expression.
