This message is contained in the SAS news file, and is presented upon
initialization. Edit the file "news" in the "misc/base" directory to
display site-specific news and information in the program log.
The command line option "-nonews" will prevent this display.

Is there a question here?  If so what is it?

 

The way I understand what you posted is that someone at your location made a news file for SAS version 9 (which particular instance of SAS 9 are you running now?) that displays the beginning of your post.

 

If the question is how to get rid of the message then change the news file. Or like it says starts SAS with the -nonews runtime option.

You could try V6 engine like :

libname x v6 'c:\temp';

V6 engine is for reading old SAS datasets.
V9 engine is for reading the newest SAS datasets.

Therefore if you have some very old SAS datasets ,try V6 engine .
