Is it possible to apply univariate procedure on Rayleigh distribution using SAS 9.1 version.

I'm not sure I understand your question, the SAS procedure UNIVARIATE doesn't really care what distribution the data is from. So, the best answer I can give you is:

 

The UNIVARIATE procedure can be used on ANY numeric variable.
