How to resolve this....

I created a dataset, but the system says it is locked. When I use the LOCK statement it says it is not locked by me and cannot be unlocked.

You probably have the file open in some other window.  Are you using Enterprise Guide? Or SAS/Studio?  I think they use IOM to connect to SAS so that might be why that IOM appears in the name of who has it open.
