Weighting is necessary, when a disproportionally sample is used. And the statement works in almost all other procedures.

Most SAS/STAT procedures support the FREQ statement for easily specifying repeated observations. Some also support the

WEIGHT statement for weighted statistics.  To understand the difference, see "The difference between frequencies and weights in regression analysis."

 

PROC ANOVA supports the FREQ statement. If you want a weighted ANOVA, you can use PROC GLM.  PROC CLUSTER supports frequency analysis, but does not support the WEIGHT statement.
