Hello, I have a model :

proc reg data=data;
model F=a b c ;
run;
quit;

And I want to test the overall significance of model at 1% and 5% using the p-value. But I don't know how to do it.

You look at the ANOVA table, and if Pr>F is <0.05, then the model is significant at the 5% level. If the Pr>F is <0.01, then the model is significant at the 1% level.
