Maybe look at some of the "test sites" for the SAS programmer and advanced programmer qualification?

There's a really fun SAS quiz site, https://sasensei.com/.
As you reach higher ranks you can build your own custom quizes and share them with people. You might be able to purchase this right as well. This would allow you to create your own questions and/or pull from a growing library of questions.
I've found getting job applicants to critique a typical SAS program used in your business is an easier way to gauge a job applicant's SAS skills.

good question. I think all the answers so far are very good.
My personal approach is closer to what @SASKiwi mentioned.
If you present a couple of cases, real cases, and you incentivate argument, is a good way to test not only the knowledge, but also how your applicant reacts into certain scenarios. It is a good balance for evaluating hard and soft skills. And you might learn something as well from the applicant... nevertheless, you incorporate people also for learning from each other. Right?
