Page Builder - Side Panel Customisation

Is there a way to enable/disable tabs of the side panel depending on field values?

I'm not sure which feature you're talking about here.  The closest thing I can think of is the Report Builder feature in SAS Enterprise Guide, which allows you to create custom reports.  Is that the feature/product that you're asking about?  Or are you looking at a different product?

If it is Report Builder, the answer is no -- you cannot customize the layout based on field values at all.
