I was wondering whether it is possible to create SAS Enterprise Guide Project without using SAS EG?

EG project files (.egp) are just zipped files...you can rename them to .zip, and look at them with pretty much anything.
That being said, there's an internal structure to the contents of the .egp file, and I don't believe SAS has ever published any information about this structure. Having looked at a few of them, it appears to be fairly complex.
So I'm going to say no.
However, SAS code is just text, so you can save SAS code as .sas files, and run them from EG.
