I was wondering if there is any way to developp collaborative filtering in SAS? The objective is to be able to recommend the appropriate offer to our customers.

Hi, By product, SAS IMSTAT has direct support of recommendation modeling capability. Without IMSTAT, you may find several past papers to get you going on the subject.
