Java arbitration code

Hi all,
I have to write a Java arbitration code to manage the output list of treatment in the reply node on SAS RTDM 9.4.
I've already written it in DS2 but SAS technical support, considering the current architecture, has advised me against using this programming language because it isn't efficient and performing.
How can I create a Java arbitration code? do I need to import libraries? what are tables/structures' names similar to Treatments_Custom for ds2?
Do you have any examples?
