I suggest with problems where you have a complete data step that you 1) type the code into your SAS session's editor and 2) run the code.
Then read the log and examine the data set. That will likely answer some question, or provide example why some answers are not correct.

During execution of the data step, the iterator variable year will actually increment to 2005, but this value will never be output, because of the explicit OUTPUT in the loop.
