How about using PROC SURVEYSELECT?

proc surveyselect data=subscribers
out=subsamp100(drop=selectionProb samplingWeight)
method=srs /* simple random sample */
n=100 /* 100 per strata */
noprint
seed=1952 ;
*strata prodlvl1d /* stratified by product level 1 */;
run;

There are many ways to do. This is my favorite

data in/view=in;
set input_data_set;
random=uniform(0);
run;

proc sort data=in out=output_data_set(obs=100);
by random;
run;
