It sounds like you need the functionality of a table of contents with links. In SAS 9.1.3sp4,
ods rtf file="test.rtf" toc_data contents;

will provide a leading table of contents page. To express the table of contents you need to right mouse button under the contents label. A pop up menu will show a list of commands, and select undate field.

Please feel free to contact me if you have any questions.

The following web site has additional information on creating a table of contents in RTF output:

For some reason the l is being cut off from html. Just make sure the path ends in .html

seems like the last character of the link string is absorbed when rendered at the end-of-line

Just don't finish a line with a link, or add a dot (.) and a space after the link. Then message
http://support.sas.com/rnd/base/topics/odsrtf/rtf901.htm

becomes

http://support.sas.com/rnd/base/topics/odsrtf/rtf901.html .

:-)
just another discovery made in this forum
