Is this a SAS server upgrade and is it an upgrade in place or on new server hardware?

In that case @sbxkoenk 's link is a good place to start. I recommend upgrading to 9.4M7 which is the latest 9.4 maintenance level. M8 is due out later in the year so if your upgrade project extends that far you could look at that version. Are you changing OS by any chance as that will have significant implications regarding migration of SAS content.

If you have any custom formats/informats it is time to make sure that you can recreate them. Either use the Cntlout option with your current format libraries to create data set that will allow you to recreate the formats using the Cntlin option or make sure that you have the code to recreate them.

If you have custom Styles make sure that you have the code for all the current ones that you use. You may need to make changes as the base styles may no longer be in the SAS install or the definitions of some of the template code may change and the inheritance may not quite work.
