I want a model that derives a random intercept from Proc mixed.

 

However, since the results are derived using SAS, coefficients are derived from Random Effects.

Is this the random intercept at level 2 I want?

 

Also, how to interpret this coefficient means subtracting the group mean from the overall mean?

Without seeing your design and your SAS code, I can't tell you where your level 2 parameters might be.

 

The screenshot of solution for random effects gives the associated value needed to calculate a best linear unbiased predictor (BLUP) for each level in the table. See the Details part of the documentation for PROC MIXED for a more precise discussion.
