I am having the exact same issue as this previous post: https://communities.sas.com/t5/New-SAS-User/Button-icons-don-t-load/m-p/756594/highlight/true#M30078

They solved this by changing browser, but i have tried chrome, edge, and Firefox and it is not loading the icons in any of them.

Chrome and Firefox are the preferred browsers. If you are sure your internet connection is stable and fast then those should work.
What you can try if your connection is stable and fast with chrome is using a "New Incognito Window". to access SAS OnDemand for Academics (ODA).
I believe in Firefox it is called a "Private Window".

Using an Incognito Window in Chrome fixed the problem. Thank you!
