Follow the instructions in the linked discussions's answered post to remove duplicate LIBREFs.
These are metadata-defined LIBREFs only so they have to have been created in SMC. How many users have access to SMC to do this? In any case disabling the duplicates will give you the chance to identify who is using these as no doubt they will come and complain to you...

For this reason, I have disabled "normal" users capability to define metadata librefs. If users need to access special directories, they can write a libname in the code, but they don't need to clutter up the metadata.
And if global access is needed, they have to contact one of the admins to do it.
