When I define my layout overlay and define linearopts=(viewmax=xmax...for the x-axis and then create a steplot it works fine except when I use the curvelabel option in steplot

and then it doesn't seem to recognize viewmax=xmax value but instead uses (plots) through the max of the data.  Any possible reason for this?

Yes, this is a bug in the code that has been reported.  The workaround is to restrict your x values using a where clause on the data set.
