Likert scale graph

Is it possible to create likert scale graphs like these in SAS? I can only find examples created in R.

There is no "Likert" plot statement.  This looks like a stacked 100% HBAR by itself or in a data panel.  All versions seem doable using the SGPLOT or SGPANEL procedure.
