Create pop-up box/ message box by hyperlink

I want to create a message box "Hello" by click on hyperlink.

title "^S={URL='c:\'}  PROC PRINT"; In this statement I want to display message "Hello" instead of open C:\ drive.

Have you tried including the HTML code for a pop up instead of the URL for the C drive in your escaped tab?

I assumed HTML because pop ups are more common there. I'm not familiar with pop ups in Excel.
