I'm sure it can be done using SAS. What's the context? What have you tried already and where do you get the data from? And is this SAS 9.4 or SAS Viya?

Unfortunately I don't have a sample data for the inforgraph.

It could be done in SAS (using a bar chart, and a bit of annotate, for example). But I think the original graph seems ok, so I think it would probably be better to spend effort improving a 'bad' graph, or creating a new/original/different graph. 🙂
