How to create a relationship between an internal entity and a external entity?

Hi Experts,

I create an internal entity where I´m using to register a custom user data entry and after my intention is generate alerts based on relationship between an external entity(events) and this data (like a fraud blacklist)  

I already created the relationship between those tables and when I´m trying to create a new scenario, I can´t select the scenario-fired entity. 

Am I doing something wrong ?

What do you lead with alerts based on lists ?
