Depending on the full context of your code & if you're on a unix based system, you could use the 'permission' option within the filename statement

Will the permissions be changed if this is submitted:
filename xxx '/path/file' permission=".....";
filename xxx clear;
?
There is an option to do this too using this CAS action if you're a Viya user.

I tried it; you cannot change just the permission of an existing file, you must write to it.
