If you don't already have it, ask your SAS account rep to arrange for a new Software Order Email (SOE) for SAS Viya 3.3 to be sent to you. Once you have that SOE, as explained by @alexal, you can use the SAS Orchestration CLI to generate a custom Ansible playbook. You then use that playbook to install the software (it will be downloaded during installation).
By 'playbook' do you mean documentation or are you looking for a tutorial?
I guess you mean the Ansible playbook? And SAS Viya 3.3 (not 9.3), right?

The SAS Orchestration CLI is a tool that creates a playbook with a set of deployment instructions. It uses the order information attached to your Software Order Email to generate a custom playbook for your software deployment.

In the sas viya 3.3 deployment guide, I can see that the port 17541(SAS/CONNECT spawner Manager) is required to be open which was not there in 3.2. Is this port really needed to be required? For my understanding, what does this port do?
That link is for SAS 9.4. What kind of problem have you experienced with the ODBC connection?
