Unable to schedule the flow in SAS 94

Hi,

Iam trying to export the SAS flow from SAS9.3 and import to SAS 94.

and the .spk file imported successfully into SAS94 region but in SMC while trying to schdule the flow iam getting the error as unable to schedule the flow. 

i have checked it has all required permissions to schdule the flow but not resolving. please help
