There are a lot of possible causes for this type of error. First up, check that the data the view is reading is available. You can easily do this by taking the source code that creates the view and change it so it creates a test dataset then try running it.
the first check I would do, is to ask your SAS Administrator to try to open it from SAS Base. if the dataset cannot be opened in SAS Base either, that would mean your dataset is corrupted or it is missing a format, you would need to re-generate it, until it opens with SAS Base.
