SAS Decision Manager Common Data Server in 9.4

I'm trying to configure SAS Decision Manager Common Data Server and keep getting the following error:  "error occurred during the verification of the pre-existence of the requested service"

 

I've tried uninstalling it, and reinstalling it again but the error is persistent.
